Our enrollment projection methodology includes using historical pupil reporting in conjunction with GIS and community trend data within your District boundary that is available through the U.S. Census Bureau. We compare our findings with commercially available demographic information databases to project housing development, household/family migration, age groups, and social-economic factors that could affect pupil membership.
PMC’s multidisciplinary facility assessment team includes planners, architects, engineers, construction experts, CPA’s, and real estate professionals. Our focus is to provide independent advice in the areas of real estate facility utilization, site and building layout, building condition and future capital costs. In addition to the structure of the facility itself, we assist the District with the review of the educational and operational adequacy and operating costs.
PMC’s multidisciplinary bond planning team includes planners, architects, engineers, construction experts, CPA’s, and real estate professionals. Our focus is to provide independent advice in the areas of bond planning. We develop a School District Facility and Technology Improvement Bond Plan to discuss facility and educational technology system improvement needs and generate an Assessment Report in conjunction with an implementation strategy based on curriculum goals and budget. This Assessment Report will categorize the areas of need/goals by: critical, deferred maintenance and enhancement.
We conduct building visitations to evaluate building sites and facilities including parking lots, athletic fields, building code conformance, electrical and HVAC system conditions, etc. to determine upgrades necessary to support the desired education delivery systems. PMC will meet with key staff in the Technology Department, instructional representatives and others as appropriate to define updated technology needs and provide input on best practices and technology trends seen in other districts. PMC will conduct site visits to representative buildings to review existing technology infrastructure and technology.
Application for Preliminary Qualification of Bonds: PMC will coordinate with the District’s Bond Counsel and Financial Advisors and prepare the Michigan Department of Treasury forms that are necessary for Application for Preliminary Qualification of Bonds. PMC will attend the Preliminary Qualification meeting with the Department of Treasury scheduled by Bond Counsel.
Public Information: PMC will assist the District to identify, prioritize, recommend, and prepare various communications to District constituents for the purpose of educating and informing the public on the needs and reasoning behind the bond issue. PMC representatives attend community forums to help explain the facility and technology improvement program.
