Built in 1971, the District Court facility in the City of Livonia was outdated. The District Court needed to construct a new facility that could meet today’s security and technology requirements, and accommodate the current case load.
Plante Moran CRESA assisted the District Court with selecting a site on the Livonia municipal campus and evaluating financing strategies. PMC also provided space programming services to maximize efficiency, and project management services during design and construction. The new District Court is currently under construction.
Challenges
Growth: The existing court facility was constructed in 1971; updating was required to meet current technology and security needs. Financial: The project needed to meet the financial requirements of both the City of Livonia, which was to issue bonds for the project, and the Court, which was responsible for bond repayment and operational costs. Expertise and Availability: The team recognized the need for a partner to bring financial and facilities development expertise, and provide project management resources.
Solutions
Plante Moran CRESA provided space programming assistance and evaluated financial models to define project parameters. PMC then performed property due diligence and assisted with selection of a site in Livonia’s municipal complex. Using PMC’s planning and procurement process, the Court hired an architect six months from project commencement. PMC continues to provide project management services during construction.
